Summary:
The Controller is responsible for the overall management of the Accounting Department at Hampton Roads Transit (HRT). This role oversees all financial activities, including payroll, accounts payable/receivable, financial reporting, and compliance with GAAP and funding partner requirements. The Controller works closely with the CFO to achieve HRT's financial goals and requires strong leadership, analytical, and communication skills.

• Work Mode: Onsite

Responsibilities:

• Oversee the Accounting Department, including accounts payable/receivable, payroll, fixed assets, and financial analysis.
• Develop and implement accounting policies, procedures, and controls in compliance with GAAP and funding requirements.
• Analyze financial statements and prepare monthly reports, including balance sheets and budget variance analysis.
• Manage financial audits, compliance audits, and triennial reviews with federal, state, and independent auditors.
• Supervise the Assistant Controller, accounting staff, and financial analysts while providing clear direction and monitoring performance.
• Ensure accuracy of the general ledger, reconciliations, and subsidiary ledgers.
• Communicate financial policies across departments and provide guidance on budget vs. actual reports.
• Design and implement necessary internal controls to improve department efficiency.

Skills/Qualifications:

• Bachelor's Degree in Accounting, Finance, or Business Administration (MBA preferred).
• CPA or CMA certification required.
• 5-10 years of accounting experience, including 2+ years of supervisory experience.
• Advanced proficiency in Microsoft Excel (e.g., Pivot Tables, VLOOKUP, and logical analysis).
• Knowledge of enterprise fund accounting, grants accounting, and fixed asset management.
• Proficiency in software such as Microsoft Office Suite, PS Finance, and nVision.

Licenses/Certificates:

• CPA certification required.

Special Requirements:

• Advanced skills in MS Office applications
